Qualifications for Position
Required
Bachelor’s degree in human resources, business administration, or related field.
Minimum of five years of progressively responsible experience in human resources or a closely related field.
Possess the ability to multi-task and meet multiple deadlines in a fast-paced environment

Essential Functions
Collaborates with senior leadership to understand and provide the insight necessary for the development and implementation of the College’s goals and strategy related to staffing, recruiting, and retention as included in a Human Capital Development Plan.
Plans, leads, develops, coordinates, and implements policies, processes, training, initiatives, and surveys to support the College’s human resources compliance and strategic needs.
Administers and oversees the administration of human resource programs including, but not limited to, compensation, benefits, and leave; disciplinary matters; disputes and investigations; staffing and recruiting; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
Coordinates and implements the administration of orientation programs for new employees.
Assists College staff in dealing with employee relations and personnel-related issues.
Serves as an advisor to College staff on personnel administration issues, identification of staffing needs, and the effective and efficient utilization of human resources.
Works closely with Payroll and Business office in the administration of the College compensation and benefits program including oversight of the budget process for salaries and benefits.
Oversees the administration of State Universities Retirement Systems (SURS) rules, policies, and procedures.
Conducts research and analysis of organizational trends. Prepares reports and presentations as needed to College leadership, Board of Trustees, or others.
Monitors and ensures compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews and modifies policies and practices to maintain compliance. College attorney is available for assistance to ensure compliance with all state and federal laws.
Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law; applies this knowledge to communicate changes in policy, practice, and resources to upper management.
Oversees the comprehensive human resources information system (HRIS) including, but not limited to job descriptions and performance evaluations.
Develops or revises College employee benefits programs, including health, dental and vision insurance, flexible spending accounts, cafeteria plans, life insurance, paid leave, etc. to attract candidates, remain competitive, and be fiscally responsible.
Administer worker’s compensation and unemployment insurance programs.
Develops, implements, and monitors departmental budget.
Facilitates professional development, training, and certification activities for HR staff.
Serves on various committees, including President’s Cabinet.
Maintains confidentiality about College or employee information that is not available to all employees or public.
Other Functions
Performs other duties as assigned.
Supervisory Responsibility
Recruits, interviews, hires and trains HR staff including Assistant Director, HR Generalist, student workers, and temporary employees as needed. The position also oversees the daily workflow of the department.
Supervisory Controls
The position is expected to work independently with minimum amount of supervision. Consultation with President is available as needed.

The position is expected to follow all Kaskaskia College policies and procedures, along with all local, state, and federal laws and regulations. The position is also expected to adhere to and promote College core values of compassion, honesty, respect, fairness, and responsibility
Personal Relationships
The position has daily contact with College employees, students, vendors, community members, and potential employees.
Physical Demands and Work Environment
Work is typically performed in an office environment with frequent distractions and interruptions. The position requires prolonged periods of sitting or standing at a desk and working at a computer. The position must be able to lift up to 25 pounds. The position requires the ability to travel within the College District and occasional travel outside the College District for professional development. The position is expected to be available and responsive outside standard office hours.

SALARY AND BENEFITS
Salary range is $80,000-$95,000 annually and fringe benefits eligible.

BENEFIT SUMMARY SHEET FOR EXECUTIVE/MANAGERIAL AND PROFESSIONAL/MANAGERIAL STAFF KASKASKIA COLLEGE The following information is based on the current employee fringe benefits that Kaskaskia College offers. It is not intended to be a contractual agreement and in no way limits Kaskaskia College from altering such benefits in the future. VACATION LEAVE 1.83 days per month, for a total of 22 days per fiscal year. For grant-funded employees, vacation time must be used in the year that it is earned. SICK LEAVE 12 days per fiscal year PERSONAL LEAVE 3 days per fiscal year PAID HOLIDAYS Minimum of 13 paid holidays per year HEALTH INSURANCE is effective the first day of the month after hire date and includes comprehensive medical, vision and dental coverage. Rates effective 9/1/21: $178.00 per month employee only coverage $290.00 per month employee plus one $335.00 per month employee plus family Provider is Blue Cross/Blue Shield of Illinois. LIFE INSURANCE is provided by the College and is effective the first day of the month after hire date. The benefit amount is equal to annual salary. Additional voluntary insurance is available at employee’s expense.
FLEXIBLE SPENDING ACCOUNT and 403(b) PLANS are also available. RETIREMENT PLAN The State Universities Retirement System requires that 8% of an employee’s monthly gross pay is deducted for individual retirement purposes. It is also required that .5% of an employee’s monthly gross pay be deducted to fund the College Insurance Plan for Community College Retirees. TUITION WAIVERS are available for staff and family.
