Kaskaskia College Board of Trustees authorizes sale of wireless spectrum; approves faculty reappointments

Centralia, IL - The Kaskaskia College Board of Trustees held its monthly meeting on Monday, December 15, 2025, at Kaskaskia College. Trustees present included Bill Hawley (Odin), Louis Kalert (Centralia), Craig Finke (Nashville), Laura Wedekemper (Shattuc), Jim Beasley (Centralia), and Meagan Mahlandt (Student Trustee). Linda Stover (Centralia) and Bryan Holthaus (Carlyle) were absent.

KC President George Evans provided the Board with an update on the College's master facilities and improvement plan, outlining ongoing building projects, funding sources, and the College's process for tracking deferred maintenance needs in anticipation of a potential release of state deferred maintenance fund.

The Board approved a resolution authorizing the sale of the College's wireless spectrum license, approving an asset purchase agreement totaling $225,000. The agreement also includes the use of 10 cellular hotspots at no cost to the College for a period of five years. Proceeds from the sale will be directed to institutional funding, and the Board authorized the College President to finalize the transaction, including execution of all documents necessary to complete the FCC license transfer.

The Board approved increases in the Colleges' insurance coverage premiums through Relations Insurance Services of Salem, Illinois. The approved increases include $7,614 for cybersecurity coverage and $6,090 for excess earthquake coverage, for a total annual increase of $13,704. The total cost of the updated annual insurance renewal is $597,489.

Trustees also authorized the renewal purchase of the 25Live Scheduling Software from CollegeNET of Portland, Oregon, in the amount not to exceed $27,973. The purchase will continue to provide a centralized scheduling solution for academic spaces, events, and resources, and will integrate seamlessly with the Colleges existing systems.

In personnel actions, the Board approved the reclassification of two current Culinary Services Assistant positions from 30 hours per week to 40 hours per week. The reclassified positions are held by Susan Weibley and Sandra Griffith. The Board also approved the employment of a new Culinary Services Assistant, Amanda Miller.

First-Year Probationary Faculty to Second Year: Kevin Wheeler (Career and Technical Education)

Second-Year Probationary Faculty to Third-Year Status: Stephanie Burgher (Arts and Sciences), Kendra Mueller (Health Sciences), and Katy Knolhoff (Health Sciences)

Third-Year Probationary Faculty to Tenured Status: Sarah Foley (Arts and Sciences) and Shelby Guthrie (Health Sciences)
