The Associate Dean of Workforce Engagement and Industrial Careers provides administrative leadership through direct work with district employers. This position is responsible for developing, cultivating, and nurturing collaborative partnerships with district employers in order to find efficient, innovative and realistic strategies to address workforce challenges and promote workforce development. This position will also be responsible for college academic programs that lead to industrial careers, including but not limited to: Welding, HVAC, Industrial Technology, Carpentry Occupations, Automotive Technology and Residential and Commercial Electrical Technology. The position serves as the primary external representative for workforce development and training needs.
Organizational Relationships
Reports to the VP of Instructional Services, who reports to the College President.
Qualifications for Position
Required: • Bachelor’s degree in business, organizational leadership, or related field • Minimum 3 years business/industry work experience • Comprehensive knowledge of the Workforce Innovation and Opportunity Act (WIOA). • Comprehensive knowledge on developing and executing apprenticeship and internship agreements and programs. • Good knowledge of the Illinois Community College Board and curriculum approval process • Experience in grant writing at the state and national level with proven success • Excellent communication and human relation skills with the ability to communicate and interact with all levels of staff, faculty, administration, and stakeholders in a diverse community • Experience in developing and managing multiple budgets with different reporting requirements, including grant reporting requirements • Excellent customer service skills with the ability to build external partnerships • Excellent presentation skills and public speaking experience • Ability to work independently • Excellent organizational skills • Must be detail-oriented • Appreciation of equity, diversity, inclusion, and promotion of multi-cultural awareness • Commitment to community college mission and philosophy • Commitment to supporting and participating in student activities and college events • Subscribes to KC core values of honesty, fairness, compassion, respect, and responsibility and demonstrates excellent character • Valid Illinois driver’s license

Essential Functions
• Responsible for coordinating workforce development strategy with collaboration of internal and external partners. • Collaborate with local Workforce Investment Boards, Illinois workNet Centers, area businesses, chambers of commerce, economic development corporations, community, schools, and workforce development groups/organizations to build workforce partnerships. • Participate in meetings with industry representatives, faculty and college personnel, and secondary education partners to ensure a seamless educational pipeline is designed to meet the area’s workforce training needs. • Establish partnerships with business, industry, and professional associations to advance workforce programs and opportunities. • In collaboration with college peers, identify, pursue, plan, and provide oversight and compliance for numerous workforce development grants including WIOA-funded grants and state and federally funded apprenticeship grants. • Ensure responsiveness to corporate training needs and coordinate the delivery of education, credit and non-credit bearing, to meet corporate training needs (e.g., curriculum management, expanding credit for prior learning opportunities, developing short-term credit or noncredit credentials that meet employer needs). • Work with staff to develop new programming options needed by the business community. • Actively engage in college planning efforts to represent economic and workforce development needs. • Develop and maintain business relationships/partnerships to facilitate expansion of apprenticeships and internships. • Monitor legislative and federal/state policy changes that have potential institutional impact on the delivery of workforce education. • Demonstrate timely responsiveness to internal and external customers (e.g., in person, phone, e-mail). • Demonstrate independent judgement and discretion in making position related decisions. • Maintain confidentiality of privileged information and adheres to applicable privacy laws. • Demonstrate sensitivity, understanding and respect of diverse populations within the workplace and promote equity, diversity, and inclusion. • Ability to work a flexible schedule which includes days/evenings/weekends as needed.

Supervisory Controls
Reports to the VP of Instructional Services, who reports to the College President. The position will be expected to work independently with a minimum amount of supervision. The supervisor will provide guidance in setting daily and weekly priorities, and consultation with supervisor are available as needed.

Personal Relationships
The Associate Dean of Workforce Engagement and Industrial Careers will work frequently with members of the Instructional Services, Administrative Services, and Student Services divisions, the Dean of Career and Technical Education, college faculty and staff, regional employers, and other partners and organizations to accomplish a high level of service to both internal and external customers.
Physical Demands and Work Environment
Normal office work in a busy environment with frequent distractions and interruptions. Flexible schedule required, including daytime and evening hours and weekends. Travel throughout the College district required as needed in the performance of duties.

This position requires a Bachelor’s degree, with three years of experience business/industry work experience. Comprehensive knowledge of the Workforce Innovation and Opportunity Act (WIOA), knowledge on developing and executing apprenticeship and internship agreements and programs. Other requirements are, but not limited to: knowledge of the Illinois Community College Board and curriculum, experience in grant writing at state and national levels, excellent communication and human relation skills, experience in developing and managing multiple budgets with different reporting requirements, and excellent presentation skills and public speaking experience.
This is a full-time position with an annual salary range (commensurate with education and experience) of $70,000-$80,000, and is eligible for fringe benefits.
