Kaskaskia College Computing and Network Facilities
Policy
GENERAL
The Kaskaskia College Communication Network (KCCN) exists to provide facilities,
resources, and services in support of the College's instructional, administrative,
research, and development activities. KCCN facilities are not to be used by either
employees or students for other purposes without the written permission of the President,
Dean of Administrative Services, or a Dean of the College. These facilities, resources,
and services include computer systems, college-owned or leased computers and workstations,
software, data sets, and communications networks.
APPROPRIATE USE
As a condition to the use of the KCCN, all users are obligated to use its facilities,
resources, and services in a manner that is consistent with the objectives of the specific
purpose or purposes for which the user is authorized.
CONFIDENTIALITY
In the course of their use of KCCN facilities, users may be required to utilize or have
access to confidential information or data. Confidential information or data may include,
but is not limited to, information or data relating to College students or employees,
business or financial affairs, purchasing activities, instructional programs, research and
development projects, management, or operations. As a condition to the continued use of
KCCN enrollment, College employees and students are obligated not to disclose confidential
information or data, except as is required by the specific project for which such use is
authorized.
UNAUTHORIZED USE
Unauthorized use of KCCN Communication Network facilities by a student may result in
the denial of the use of computing services, suspension or expulsion of the student.
Unauthorized use of KCCN facilities by any employee may result in the denial of the use of
computing services or disciplinary action including termination. The unauthorized use of
KCCN facilities in violation of any copyright or license, or the unauthorized disclosure
of confidential information obtained through the use of KCCN facilities may, in addition,
result in legal action. Examples of inappropriate and unacceptable use of computing and
networking resources include, but are not limited to:
(a) the use of computer accounts, access codes, or network identification numbers
assigned to others without the written permission of a Dean of the College;
(b) the use of the KCCN for personal gain or commercial activities unrelated to the
College;
(c) the development or use of an unauthorized mechanism to alter or avoid charges levied
by the College;
(d) the violation of copyrights and software license agreements;
(e) the use or development of programs that harass other users or infiltrate, damage or
alter the computing system or its software;
(f) the inspection, distribution, reproduction, modification or destruction of College
files, tapes, records, programs, passwords, mail, or data, without proper authorization,
or attempting to do so;
(g) the use of computer facilities for recreational purposes (i.e., computer games) which
are unrelated to an instructional program or training;
(h) the unauthorized disclosure of any information or data obtained from College files or
records, to any person who is not expressly authorized access to such information or data,
whether or not that person is affiliated with the College, or providing such person with
the means to access such data or information;
(i) the destruction of or damage to equipment, software, or data belonging to the College
or other computer and networking users;
(j) the disruption, taping, or unauthorized monitoring of phone, data, or electronic
communications;
(k) the violations of computer system security, including but not limited to obtaining,
possessing, using, or attempting to use passwords or other information about someone
else's account;
(l) the use of computer and/or network facilities, resources, or services in ways that
impede the computing activities of others;
(m) the violation of the usage policies and regulations of the networks of which the
College is a member or has authority to use;
(n) the violation of another user's privacy;
(o) the academic dishonesty such as plagiarism or cheating.
INVESTIGATIONS
Whenever there is an allegation of unauthorized use, the President, Dean of
Administrative Services, or a Dean of the College may authorize an investigation. In the
event of any investigation, the College shall have the authority to examine all files,
passwords, printouts, tapes, accounting information or other such material that may aid in
the investigation. The failure of an employee or student user to cooperate with any
investigation may, in addition to disciplinary action, result in the cancellation of
computing privileges,
POSSESSION
All users shall, upon the request of the College, and in any event upon the termination
of employment, enrollment, or the misuse of computing services, turn over to the College
all documents, papers or other materials in his/her possession or control which may
contain or be derived from confidential information of the College.
OWNERSHIP
This computer network, including all data files, e-mail, and applications, is the
property of Kaskaskia College. All materials and information created, transmitted or
stored on this system are the property of Kaskaskia College and may be accessed by
authorized personnel. Users should not have any expectation of privacy with respect to
such materials and information.
RESPONSIBILITY
The Dean of Administrative Services and a Dean of the College shall have responsibility
for carrying out this policy.
